A lobbying firm operated by Keith Schiller, once a close aide and security detail to the president, and George Sorial, received $1 million in a single quarter to advocate for a real estate developer convicted of bribing Robert Menendez, according to disclosures reviewed by the Journal.

One pardon in particular has unsettled some of Mr. Trump’s advisers. The decision to grant clemency to Changpeng Zhao, founder of the global exchange Binance, followed months of lobbying activity that included payments estimated at roughly $800,000, according to individuals familiar with the matter. Mr. Zhao had previously faced federal scrutiny related to violations that prosecutors said posed risks to U.S. national security.

While the White House has maintained that all pardons are issued lawfully and at the president’s discretion, some advisers have privately expressed concern that the Zhao case — and others like it — could become focal points for congressional investigations should Democrats regain control of the House or Senate.

“The Constitution gives the president broad pardon authority, but that power depends on public trust,” said a former Justice Department official. “When the process begins to resemble transactional deal-making, the legitimacy of clemency itself comes into question.”

The Trump administration rejects the premise that money or lobbying influence determines outcomes. Still, ethics watchdogs argue that the appearance of a pay-to-access culture — even without proof of wrongdoing — risks eroding confidence in the justice system.

As lobbying firms quietly expand their clemency practices and wealthy defendants continue to seek presidential relief, the debate over pardons is no longer theoretical. It has become a live test of whether institutional norms can withstand the gravitational pull of money, access, and power — and whether the presidency itself can remain insulated from the marketplace it governs.

For now, the pardon power remains firmly in Mr. Trump’s hands. But the scrutiny surrounding its use shows no sign of fading.
